HLM Exception - An Error Occurred while fetching...

I'm getting an "exception has occurred" error whenever I click the "Install content from online" function in Help Library Manager. All my machines give the same error. The event log has the following:

An error occurred while fetching a list of available online content Microsoft.Help.CacheLib.CacheLibBadUriException: The item at '' could not be found. at ...


This error is shown when the download service is unavailable. 

Try browsing to if you can't then the service is down and you just need to wait until it's up again.
