HLM Exception - An Error Occurred while fetching...

I'm getting an "exception has occurred" error whenever I click the "Install content from online" function in Help Library Manager. All my machines give the same error. The event log has the following:


An error occurred while fetching a list of available online content Microsoft.Help.CacheLib.CacheLibBadUriException: The item at 'http://services.mtps.microsoft.com/ServiceAPI/products/' could not be found. at ...


Resolution:

This error is shown when the download service is unavailable. 

Try browsing to http://services.mtps.microsoft.com/ServiceAPI/products/ if you can't then the service is down and you just need to wait until it's up again.
